Pamela Frank elected Board President as Dominique Lueckenhoff joins Board and Andrew Wishnia assumes Treasurer role
Plug In America is excited to announce new leadership appointments to its Board of Directors, electing Pamela Frank as Board President and Andrew Wishnia as Board Treasurer, and welcoming Dominique Lueckenhoff as its newest Board member.
Pamela Frank, who served 14 years as Senior Vice President of Gabel Associates, previously served as Board Treasurer. She is a longtime EV advocate who brings more than 25 years of experience in sustainability, renewable energy, and electric vehicle market development. Frank also currently serves as CEO of ChargEVC-NJ and served as CEO of ChargEVC-PA, nonprofit coalitions advancing EV growth in New Jersey and Pennsylvania. She has played a key role in coalition-building, regulatory strategy, and state-level EV policy development.
“Plug In America has been pushing forward the EV transition for nearly 20 years. Weathering the challenges that come with changing a technology fundamental to modern life, we stand on our founders’ shoulders and with a talented and committed staff, continuing to channel the passion and excitement of the EV drivers,” Frank said. “Today is an especially exciting time. Andrew Wishnia, the new Board Treasurer, previously served as the Chief Environmental Review and Permitting Officer and the first-ever Deputy Assistant Secretary for Climate Policy in the U.S. Department of Transportation, spearheaded the establishment of the Joint Office of Energy and Transportation, and is a principal architect of the Infrastructure Investment and Jobs Act (P.L. 117-58) — including the largest federal investment in EV charging infrastructure in U.S. history. His federal policy and infrastructure expertise strengthen Plug In America’s efforts to expand reliable charging nationwide.

As Treasurer, my focus will be on ensuring the organization has the resources and financial strength to grow its impact, expand its reach, and build the support needed to empower more Americans to choose how they move. I’m excited to help strengthen the foundation that will allow Plug In America to continue advancing consumer education, advocacy, and choice for years to come.”
Dominique Lueckenhoff, Plug In America’s newest Board member, joins with more than 30 years of experience in environmental policy, public health and sustainability. She was formerly a senior executive in the U.S. Environmental Protection Agency, where she led nationally recognized programs that advanced scalable green infrastructure and innovative public-private financing models. She currently serves as Executive Vice President at Hugo Neu Corporation, where she leads strategic corporate sustainability initiatives, environmental health and safety programs, and green business growth.

Her work spans infrastructure, EV fast-charging, renewable energy, storage applications and workforce development. Her experience further strengthens Plug In America’s leadership at the intersection of transportation electrification and environmental stewardship.
