Plug In America is a national nonprofit that has been working for over 16 years to accelerate EV adoption to make the transportation system cleaner, healthier, more affordable, and equitable. Plug In America provides practical, objective information collected from our coalition of plug-in vehicle drivers through public outreach and education, policy work, and a range of technical advisory services. Our expertise represents the world’s deepest pool of experience driving and living with plug-in vehicles.
Position Description
Plug In America is seeking a State Policy Manager to help implement the policy program and drive forward our mission to put more EVs on the road. This is a unique opportunity for the right individual to have a powerful impact on accelerating transportation electrification in the United States. The person in this role will lead the organization’s state policy advocacy efforts and report to the Senior Policy Director.
The State Policy Manager will oversee broad state-level EV policy nationwide, including identifying and elevating policies that support EV deployment and are replicable and scalable across states. The State Policy Manager will also work closely in target states around the country (currently California and Arizona). A great candidate for this position will be passionate about electric vehicles and able to share that enthusiasm with policymakers, partners, and the public.
The ideal candidate will have excellent coalition-building skills and cultivate relationships based on trust and shared goals with policymakers in state legislatures and in governors’ offices, with regulators at entities including state transportation offices, state public utility commissions, state air resource boards, with NGO partners, and with industry partners, including automakers and EV charging providers.
Leading state-level campaigns and actions will be an important component of the job. Specific tasks and responsibilities include:
- Educating policymakers on various EV policy issues critical to the EV driver, including programs to generate durable revenue for state EV purchase incentives, EV infrastructure buildout, utility programs including incentives and managed charging, HOV lane access policies, limiting EV fees, vehicle-to-grid integration, responsible and ethical battery material sourcing, and more.
- Providing public testimony during legislative hearings or regulatory proceedings;
- Coordinating state-level campaigns;
- Writing reports, factsheets, whitepapers, blog posts, and op-eds on EV policy issues;
- Coordinating with other EV advocates in coalitions;
- Writing action alerts on various policy issues;
- Coordination with the Director of Communications and Marketing on press releases, social media, and action alerts.
Desired Qualifications
- Three years of experience with EV or transportation policy or equivalent;
- Bachelor’s degree;
- Experience with issue-oriented campaigns;
- Superlative communications skills, including speaking to the media and writing for publication;
- Ability to work well in a team setting and a “can-do” attitude;
- Ability to think strategically and coordinate campaigns with grassroots networks;
- Must be passionate about electric vehicles as a means to reduce transportation emissions and improve lives; and
- Six months of experience or equivalent driving an electric vehicle is preferred but not essential.
Salary
The salary range for this position is $75,000-$85,000 per year, commensurate with experience and skills.
